About Soscoe

Security of supply refers to the guaranteed availability of essential goods, services and resources—such as equipment, ammunition, fuel, energy and industrial inputs—that enable nations and their militaries to function under all conditions.

SOSCOE is being developed to ensure that NATO and its allies remain prepared, both during peacetime and in crisis or conflict, to maintain the supplies required for defence, deterrence and societal resilience.

As nations face greater interdependence and complex global supply chains, disruptions—whether caused by geopolitical competition, natural disasters, hybrid threats or market failures—can undermine national security.

Recognising this, NATO has increased its focus on resilience and supplychain security. SOSCOE’s purpose is to build, preserve and share knowledge and best practices, support relevant policies and strategies, develop concepts and capabilities, and foster cooperation among Allies and partners in order to anticipate, withstand and recover from supply disruptions.
