Vision
To become the internationally recognised hub of expertise for security of supply, enabling allies andits partners to anticipate, withstand and recover from disruptions to critical supply chains, and thereby safeguard freedom of action in peace, crisis and conflict.
Mission
To support allies and partners by providing expert advice, analysis, education and innovation that enhances the security and resilience of critical supply chains.
The Centre will develop and disseminate best practices, concepts and standards; coordinate research and lessons learned; and deliver training and experimentation that help nations secure the flow of goods, services and energy required
for military operations and societal resilience.
Guiding Principles
These guiding principle applies for all NATO COE’s. If the Swedish government decides to apply for SOSCOE accreditation, we will follow these guiding principles.
1. Participation and Contribution
All NATO member nations are invited to participate as Sponsoring Nations, and partner nations may contribute under appropriate agreements.
Framework, Sponsoring and Contributing Nations provide resources and staff to ensure the Centre’s effective operation.
2. Resources and Funding
The Framework Nation provides infrastructure, administrative and support services, while Sponsoring Nations share operating and maintenance costs. SOSCOE is a multinational venture and does not receive NATO common funding.
3. ValueAdded and NonDuplication
SOSCOE focuses on specific, tangible contributions that enhance NATO’s and national capabilities without duplicating existing resources or activities across NATO or within the COE network.
4. Support to Operations
The Centre does not conduct military operations but serves as a knowledge and expertise hub to support planning, training and policymaking for secure supply chains.
5. Quality and Compliance
SOSCOE seeks accreditation as a NATO Centre of Excellence and adheres to NATO standards, policies and procedures. It supports improvements to doctrine and standards where relevant.
6. Inclusivity and Sustainability
The Centre strives for gender equality, respect for human rights and diversity, applying these perspectives in all its work. Environmental sustainability is integral to SOSCOE’s practices.
7. Working Language
English is the working language of the Centre. Where feasible, key publications may also be available in French.
