Programme of Work

The Security of Supply Centre of Excellence (SOSCOE) advances knowledge, policy, and practice through a defined programme of projects.

These initiatives span NATO exercises, concept development, analysis, and doctrine building – all aimed at strengthening resilience and interoperability across the Alliance.

Nordic Pine 25

A flagship NATO exercise involving 16 nations and 130 participants. It focuses on the weaponisation of renewable energy supply chains and tests responses to hybrid threats against critical infrastructure.

Supply Challenge 26

A follow-on to Nordic Pine, this exercise broadens participation and develops new scenarios.

Currently in the Conceptual Planning Phase (CPT), with 8 members from 1 nation.

Defence Technological and Industrial Base (DTIB) Synergies

A project in the TAP draft stage, bringing together 43 members from 12 nations.

It analyses overlaps and opportunities across national defence industries, identifying synergies to strengthen collective supply resilience.

Autonomous Transport Swarms

Explores the use of autonomous, swarm-enabled transport systems for logistics in contested and remote environments.

Currently in TAP draft stage, with participation from 6 nations and 33 experts.

Modalities, Rules & Regulations

A doctrine-focused project aiming to harmonise supply regulations across NATO, EU and national levels.

Application is pending, with initial contributions from one nation.

A Readiness Approach to Batteries

Examines the supply chain vulnerabilities and resilience of battery technology – a keyenabler for both military and civilian applications. 23 members from 8 nations.

Pillar: Analysis & Lessons Learned.

Stockpiling Critical Metals & Minerals

Building a multinational consortium with partners including EuroMines, EuroMetaux, ECGA, industry and agencies.

The aim is to explore frameworks for stockpiling essential resources.

Security of Supply in a Geopolitical Perspective

An ongoing project producing analysis on how shifting geopolitical dynamics affect allied supply chains. Involves 10 members from 6 nations.

Logistics Simulation Tools

Launching in October 2025, this project involves 20 members from 6 nations.

It develops advanced simulation tools to improve NATO logistics planning and training.

Autonomous Distributed Logistics

Presented to NATO’s DIANA initiative, this project looks at decentralised logistics supported by autonomous technologies.

Currently supported by 4 nations and 10 experts.

Together, these ten projects represent the core of SOSCOE’s programme of work. They bring together 25 nations, NATO HQ, industry partners and nearly 300 experts.

The portfolio spans exercises, research, experimentation and doctrine, ensuring that the Centre contributes both practical training and forward-looking concepts.

By linking education, analysis, standards and innovation, SOSCOE strengthens the Alliance’s ability to secure supply under any conditions.
